The way any decisions are made– who wears what, when, for how long; where tents or vehicles go; room assignments– all of this stuff can seem random or arcane, depending on your point of view. Different parts of Camp Victory would be on “alert” while units right next to them would be sleeping in and letting people go to the PX. How is it decided? One never knows, but something mystical is probably involved, somewhere.
