Many Reserve and a lot of Guard units struggle for recruitment, budget, and opportunities. It is frequently an exercise in pulling teeth to get the things needed to carry out interesting and relevant training. It seems to be a reciprocating pattern; Reserve units are under-strength so there’s no need to spend a lot of money on them; meanwhile, people leave because there is no adequate training challenge and people feel their time is being wasted, so the unit remains under-strength… and so it continues.
But then, suddenly, your once-starved unit comes into a pot of money and a concerted effort is made to recruit people. Is it the luck of the gods? Is it just the cyclical pattern of military spending? Is it a Congressional representative that suddenly leveraged something? Who knows, but what ot means is that suddenly, political eyes are upon you and yours, and that means that sooner or later any favors you gain are going to have to be paid for.
