Hakim is eager to cooperate. but he still has to be taken in. Not only was he talking to AQI (which interests the US forces), if they just let him go without a fuss, then any other AQI guys that are watching will figure he was a US informant that set up their guys, and they’d bring some payback. So in a way, bringing him in like a suspect is the safest thing for him right now.
